Non MainWP Changes: toggle to filter out admin notices

I understand that in the coming update (4.3.1) all notices will be shown and not only those from other users than the account that was used to link the child site.

With lots of sites in a dashboard this will give much more clutter, so a simple toggle at the top to show/hide admin notices, would be very helpful.

Of course the setting must be remembered.
